I removed the Vinyl on one side and as you will see in the pic's it removed some of the paint so now it is not a smooth surface where it was removed.

So, Do I need to sand it down to get it smooth? Should I put a primer on the bare spots
before I put the adhesive on?

Definitely needs to be smooth underneath as any imperfection will be seen through the vinyl.
