Question- The fuel gauge was reading 1/4 tank, even though I know it had at least 7 gallons in the tank. Upon draining the tank, it still showed 1/4 tank and the Reserve Light was not coming on, so I pulled the Sending Unit. After following the instructions in Forum Posts and from the Pelican site, on how to clean the Fuel Sending unit, I put it back into the tank. It still reads 1/4 tank, but now the Reserve Light comes on. Since I had a few extra Sending Units from picking them up at Swap Meets, I tried them out as
well, and similar situation. Reserve Light Comes on, but reading is at 1/4 Tank. I can Change the position of the float, and it will read all the way up to Full, but never below 1/4 Tank. Same situation across all 3 Units I tried.

Any ideas on why this could be happening?

Thanks in advance!

Sounds like your gauge is the problem. The needle is getting stuck at 1/4 and won't move or show anything lower.
