Yes it looks like a dash cover. The picture isn’t great but it’s looks like a not great windshield install. You can pull out the rubber seal and clean the mess then replace the seal with one from 914rubber. It will be a messy no fun project. The problem with reinstalling the windshield is removing it without breaking it.
