I installed the 320i brakes and a 19mm master cylinder, what an improvment! I tried to tweek the f/r proportion valve but it is really stuck. I'm wondering if with the larger front brakes do I still need this unit for street use?

NO take it out and put the Brass T in line. I ran this setup and was very pleased with it.
