I have new bumper tops from 914 rubber. Do the license plate screws just tap into the rear bumper tops? Should the ribbed side be facing the body or the bumper?

yes they are 3,5 domed head sheet metal screws, if the holes are not there you can drill them

The rubber is hard enough that the screw should easily thread itself.
