I can shut the driver's door, and it seems to shut solidly and latches well ... but from the outside it can be pushed in by hand a little further (3/16" give or take). It bounces back that much proud of the rear quarter panel and there it sits. What's likely causing this and what are possible fixes? thanks.

Sounds like you possibly don't have the receiver in the door jamb located correctly. It can move both inwards (toward the interior) and outwards. If it is too far inwards, you can't pick up the 2nd detent on the latch. I had the same problem until I moved the receiver outwards just a smidge. That's my thinking on your issue..... |
