Mihlay Mik, Agreed to purchase a 914 project from me on marketplace than backed out or wanted a much cheaper price! lied, called me a scammer, filed a complaint with paypal! I tried to sweeten the deal! he's Still being a jerk!

Pretty sure you don't have to wait for their decision. You just refund the payment and the dispute is moot...unless you want to know what their decision is going to be...which I'm not sure why you need that. I see two avenues here - return the deposit, proceed with selling to another party. I believe you are already proceeding with the 2nd part of that statement. Option 2 - setup a timeframe and price for the original buyer to get the car. If an agreement cannot be reached due to schedule conflicts proceed back to option 1.
