In working on the steering column I've removed the knee pad bolster from the dash. Overall it is in decent condition surprisingly but has does need some TLC in a few spots. There are a couple of spots where the vinyl is coming apart. And, the chrome strip needs to be reattached in a couple of areas.

Is there a recommended type of glue or adhesive to use on this vinyl / foam assembly?

Same for the chrome strip where it is pulling out.

Buy a new (used) one that's clean & plug & play. If you do find the right adhesive, can you clamp the part properly? Contact cement will perhaps eliminate the need for clamping.
