The one with two holes is the backing plate for the engine lid latch.
I dont recognize the other.

Nope.
It is the hold down for the headlight linkage brushes on early cars.

My headlight brushes are already mounted...how are these brackets supposed to mount?

It's actually the holder for the rubber flap. Screws to the body. Keep water from getting past the brushes, at least I think that was the intent.
