DMV is no help.....

As I recall, there are a few sites....bureau of automotive repairs (aka BAR) that will allow VIN searches based on smog checks. You would then have to contact the smog shop and then ask THEM to get you in contact with the owner of record.....

Yeah....DMV is locked down tighter than a gnat's ass after that PI released an address from DMV records that got that actress killed.

If you have a name...you can do a utility search with out of state online companies....costs like 5-10 bucks a search...all the law did was make it worthwhile for companies to make a buck......or you can hope that the smog tech will give it up.

I dunno if you have names?
