That cross member will swing out enough to get a nut in there. take the other bolt off and you'll see what I mean.

Smack the bolt with a hammer a few times in an attempt to break the rust bond of the threads...a bit of penetrating oil wouldn't hurt. Then bend the strap/bracket a bit with a prybar to get it off the bolt threads so you can grab it TIGHT with a pair of vise grips...

That bolt likely broke under tension...overtightened or ??. There is no thread tension remaining, so it should come out nicely.

DO NOT use an EZ out. I'm always amazed at folks who believe and EZ out, which is smaller and more brittle (harder) than the bolt that broke, will get out a broken bolt. EZ outs belong in the garbage.

I'd just remove the cross bar fasteners, drop it dow a bit and you should have enough thread there to heat and simply put a good Vise-Grip on.

You may not want to remove the crossmember but your best shot is with all
interference removed.
Drill a 1/4" hole in the stamped metal mount above the stuck bolt and flood the
interior of the mount with your favorite penetrant. I think that can be done without
romoving thr tank.
Vise grips allow back-and-forth motion....pipe wrenches don't.
