Yes, but only up to 1974. The Control Units for 1975 and 1976 2 liters are different.

only the 73 ECU is for either a 1.7 or a 2.0l but to make it work you need all the other special 2.0l parts.

Root and I installed a 1976 2.0L in my 1972 914 that previsouly had a single carbed 1.7 in it. We had tried a 1.7 ecu in it because we thought we had a problem with getting power to the fuel pump but since then we have buttoned up everything and will try to get it running today - after we swap back the ecu that came with the 2.0L.
