It's a quick release aircraft style pin.. push button on the other side that lets the little ball move inward to it can be removed.... I think this car is all about changing things quickly for track conditions... Probably a better way to do this but I'm sure they never lost a pin...

"PIP pins". I use them on RV/trailer solar panel mounts for easy release to pivot up toward the sun.
