It is an alternate location to mount the spare tire.
Thats where the GT cars had them.

The aftermarket cover, typically covers the hole so you don’t see it. My 72 and 75 both have the hole. If you’re running a radiator in the front for subi and SBC conversions, then that’s the only spot to mount a spare tire.

74 1.8 trunk carpet. 75/76 = same.

soft version of cushion underneath has the hole formed as a heat impress.
in original condition you have to cut/punch through for bolt as its not pressed out.
