How do I adjust this so headlamp cover does not scrape on eyebrow.

Remove the side cover to expose the alignment plate. There are three bolts to loosen / adjust. Make sure you remove the relay and/or disconnect the battery while you're working so your fingers don't get smashed. There's also a pivot bracket which is attaced on the fender side and you can adust that from inside the wheel well. Here's a writeup with pics...
