That looks an awful lot like the metal 'spring' on garage door opener remotes so you can
attach to the visor.

That looks like a 914 seat track detent spring, but its not slotted like the ones I've seen.

I’d say it’s a tool that holds inserts
Used for adjusting valves

Old school tool for air cooled VW’s

I’ll take a pic

911 guys use them a lot

It does sort of appear like a 911 valve adjustment tool (with the shim removed). But they usually have a sharper bend at the shim end.
