Looks to me to be the part that goes down on the big hole below the fuel tank. Protects hand / arm from sheetmetal edge while fishing around and swearing while trying to unkink the fuel line (IMG:style_emoticons/default/happy11.gif)

When I first saw the picture I was going to say that it was a wire organizer, not a 914 specific part. I have something that looks exactly the same in my box of electrical supplies. I wasn't exactly wrong, but when Jeff pointed out what it was used for I did a bit of research and there is a version that can be used for both purposes - both an edging grommet as well a wire organizer. You learn something new here every day. Unfortunately I also learned there is something missing off my car and now I have to buy yet another part (IMG:style_emoticons/default/dry.gif)
