I'm installing used FI components on my recently rebuilt 2 liter. I have a couple of decel valves and one is caulked shut. I assume that it doesn't work and was bypassed. The other has open ports. Is there any way to test these?

Super easy. Put a mighty vac on the small port and try to breathe through the big ports. It is adjustable. You want it to start opening around 18-20 for a stock motor. If your motor pulls high vacuum like mine you want it a tad higher. Really want to make sure it's fully open by 24 maximum.
