Tire Rack. I get them drop shipped to Zims, and they mount and balance them.

Costs more than discount or NTB, but I don't risk getting the rims scratched by the tire monkeys that work for the chains.

I checked with Zims. They just provide the space, the local PCA region hosts the swap meet. Check with PCA.org and find the maverick region for a calendar
