I have an unexpected week off work, so I thought I'd tackle the floorpans. (IMG:style_emoticons/default/blowtorch.gif) The Passenger seat has holes on both sides, but there is no evidence of a mount ever having been on the door side. It's a little hard to tell though, due to all the rust.
So should there be a mount in the circled area?

Damn got me on that one. mine looks remarkably like that however. So I say no.
There is nothing that I see on the bottom of an early seat that could attach to that point. I think the seat just sits in between the front cross member and fire wall and longitudinal and tunnel

No hinged mount for 70-71 on the passenger side.

YES!

the early mounting brackets don't have moving parts, just two threaded studs, but YES, you should have two brackets, one on each side ...
