Theoretically: Fender restrictions notwithstanding, how much rubber could a 1.7 or 1.8 engine push around on a daily driver car?

I'm thinking... bigger wheels mean more HP and torque to move them. What's the edge of the envelope, and still be able to make highway speeds?
