Are the fuel pump wires this location (pointing)...I'm taking the carbs off and moving the pump to the front. If these are the correct wires then I need the plug to the pump. The previous owner cut it off.

If you are reinstalling the injection, then you need to reuse the power wire from that plug. It comes from the relay board, so pull it back to the point where you can feed it up the tunnel, then extend it to the front of the car, following the wiring harness. At the front, add a ground wire from the ground point above the fuse box.

Do you need to run the small fuel pump off a relay? I thought that was only for when you have a high current device. Oh wait, he's going from carbs to fuel injection. Nevermind.
