You know the holes in the interior that are hidden
under the seats and have backing plates under
the car? What are these for? The seat belts are
attached on the center tunnel hole. Same type
hole though.

Back in the days when we took a lot more chances and didn't know any better (I didn't even wear belts regularly until the state said "you will") I had a new '70 914 and a 2 year-old daughter. The cushion that fits in the plastic tray was the third seat. She sat there and was buckled in with a center lap belt bolted into the aforementioned holes. She is now near 35, expecting my first grandchild next month and she has a child seat that looks like it would save the kid from anything short of a nuclear blast. Good thing too, that's MY granddaughter!
