I aquired a set of P&C's from a guy, I believe they are NPR. 3 of the 4 pistons have these spots where material was removed. Could it be they have been balanced?

Yup, NPR's..
The steel strips are telltale.. Some take weight of the ID of the piston pin.... Seems they may run a little thicker wall than most piston pins.. Ken |
