so changing carpet before putting in the seats

can I just take off the 13mm nut and pull this e brake off?

take out carpet, put in new and put it back?

or will thing fall a part?

Some aftermarket carpeting is cut to clear the brake, but the proper way is to slide the seat out, remove the 13mm headed bolt holding the ratcheting gear, wiggle off the handle, then remove the pin and clip from the back of the equalizer cable and pull the brake handle and equalizer cable out of the small tunnel. Then the carpet can be easily removed and the new installed.

George is right. On a '74, the brake cable is threaded through the carpet so follow what he says to do... Hopefully its not rusty...
