It's been a few years since I pulled this apart. Is the flat area next to the winshield just glued on the edges?
yes and If I remember correctly there should be a very thin layer of foam under there 
There is the windshield to dash rubber strip / gasket . It does part of holding the vinyl down , mikey914 sells this part , if your dash is removed to replace the vinyl it would be a great time to replace this rubber part also , not real expensive , give him a call/ email, check in the vendor's section.

I don't know about "able" since the car was totally stripped but I installed it before the windshield went in. I do think others have done so but it wouldn't be fun.....
