I can feel the relay clicking on in my hand (it is a square replacement for the original round relay just hanging up there) ....so I guess
Start with the switch? Do I have to pull the steering wheel? Is there a common fix to this problem?

loose screw under the steering wheel one of them that secures the turn signal and wiper switches into the column. one of the bottom ones. typical. You can read all about it in the "Tech Tips 700" book by dr. 914
