In Europe every basic Pal DVD player car read NTSC and convert the signal to Pal. But US hardware are mosty built cheapo and the player or the TV may not be able to read the DVD.
What does the TV care? You mean you have to have a PAL tv also? I thought if you sent the TV a signal, it would display it.
if you try to play PAL on NTSC tv's it is normally discolored and it looks like your watching old scrambled television. its actually a different format and different resolution's
