Anyone know if the insulation in the heater tubes in the frame is asbestos or fiberglass?

Asbestos was still widely used in manufacturing during the 60s and 70s but the fiber in the heater tubes does not look like asbestos fiber.

It looks more like "Steinwolle":

which is still used today for insulation.

If in doubt, assume it's asbestos. Not a big deal, spray them with water when working with them to keep the fibers from getting airborne. Shaving cream works well too.
