So my car hasn't been driven in about 2 years while I have been slowly working on it. I am getting close to driving it again and know that the gas has gone bad. I empty the tank and look inside....

At first I thought it was severely rusted until i scraped a little off and realized that it is some sort of film. Old cheap sealer maybe? The metal underneath seams smooth.
