What is all windows open, roof on, lights up? 
A very significant difference. With my 3.2 liter car, with the windows up and roof on I get 26 MPG. With the rooff off and windows down I get 23 MPG.

Probably about the same as this:
I think mine would be better with the front and back doors to my garage open...usually the wind just blows right around the jackstands!
