Did the 914's that came with the optional 2.0 Fuchs wheels come with the black plastic lug caps from the factory? I know the steel Sport wheels did.

Black plastic caps were only used on the Limited Edition cars with Mahle wheels that were painted. Not on Fuchs.

How about the Sport Steel wheels? I thought they came with the plastic caps too?

yes the steel sport wheels of the later cars had black plastic caps for the lug nuts with the matching black plastic center dust cap cover.
