Hi Guys,
Running a 1.8 twin carb with relocated fuel pump, the PO has an inline
fuel filter just before the fuel pump and another after the fuel pump just before the "T" that goes to the carbs. The car seems to starve for fuel a little bit around 4K.
what do you think, get rid of one of the filters (which one? after the pump I reckon)
or run bigger fuel line???

Lots of variables to explore - but I would not suspect the filters unless one is clogged or was not a proper/compatible choice in the first place. You may want to remove and inspect/clean them if they're serviceable types. If they are inexpensive sealed filters, you could also try replacing them of course.

FWIW I have two filters on my -6 conversion: a big Canton one up front near the cell and pump, and a small inline one back near the carbs as an extra precaution.
