It was laying under my intake runners, unconnected. The only guess I have is heater blower since that has been removed. Is that it, or what else could it be? (1970 1.7)

I think your right. On later models it was down by the blower motor. That tripped me up once on a 73 that went from 1.7 to 2.0. I have 2 blower conn's. 
Yup, heater blower.
