1975 Ljet 1.8. I have changed out everything, fuel injectors, cold start valve, pressure regulator dual relay and resistor pac, including Fuel Injection Corp rebuilding the AFM and ECU. I checked continuity in the fuel injection harness. The car starts and runs using statring fluid. If I jump the red and large black wires at the dual relay the fuel pump runs with 38 lbs of pressure.

When I move the flap on the air flo meter, with the key on, I can hear the dual relay click, but the fuel pump does not run??? What should I look for?

Check the relay on the relay panel , and fuse there also . If applicable to 1.8L L-Jet .
