does anybody know if the tow eye cap (chrome) is still available?

Try a bicycle shop. It's the end cap of the racing handlebars.

a one inch chrome plated cock hole cover. HD & Lowe's in the hardware specialty section.

He's in Austria, so HD/Lowes is too far to drive!

Wolfgang, AA has made plastic repro ones which look like the originals & not too expensive.

There are also metal caps available & I used to have a bookmarked link to one online provider, but I can't find it now when you need it!

Hopefully somebody else has it bookmarked.
