If it's an old beetle with the operable vent windows, then you can get in with a coat hanger & open the vent wing or unlock the opposite door with the long hanger fully unfolded - but you may bugger the seal a bit where you go in with the hanger.
Don't know what the availability is on those seals today, but the locksmith may be less, & AAA member lock-service is the best deal!
We had to do that several times on my HS buddy's 66 Ghia, when he lost his key off his swim trunk's drawstring while bodysurfing at the beach back in the day. No hope of finding the sucker in the sand/water, needed to get home - so go find a hanger & do it - but VW seal parts were cheaper then! After the second time, he got a hide-a-key!
