Replacing the throttle cable on a '70 1.7 with twin webers. Original cable was routed between the firewall sill and the rubber spacer that is attached to the front tin...is there a better place to pass the cable from the top of the engine down through to the center tunnel tube?

The "original cable" was supposed to go through the hole in the engine tin in the right front corner of the engine. Note the grommet. Your new one should go through there, too.

The stock routing creates a nice gentle curve...so the cable operates nicely.

They are correct but it may Not work for you.
Depending on the linkage for your dual carbs your cable may need to be routed differently. The stock cable routing is for FI cars and comes into the throttle body at an angle and most carb linkage is set up for the cable to come straight back.
The key is to try to keep the curves in the cable smooth and not too sharp. Keep the cable from being pinched and/or chafing aganst sharp edges.
