IIRC there is a rubber pad that attaches to the inward brackets... not used for mounting.

....except that those are the extra mounting brackets for the 73-74 front "tits" or bumper guards, so they are used for mounting those to the bumper, & the outboard mount the bumper to the car/

Whats not shown are the supports, U shaped brackets that fit under those inboard supports that further reinforce the bumperette mount areas.

so, did I get this correct: this is a MY'73+74 standard USA front bumper, but someone closed the mounting holes for the bumper tits before chroming the whole bumper
