Solved the brake pedal lights the turn signals.

Now onto why I don't have low beams or emergency flashers. Replaced the sealed head lamp on one side and that didn't correct the issue. All fuses check out and cleaned the ends - still no low beam.

Any thoughts?

Update: Checked the light relay and I can hear and feel it switching - so not the relay.

Relay is likely faulty.

There is a cam inside the hi/lo relay. It can get stuck and still click. Get to the relay and check voltage at the terminals.
