I have a strange problem with horn. It only operates when wheel is turned to certain position. I pulled steering wheel pad and the connection wire appears to be in good shape. I am assuming that wire connects somehow to something in steering column that should compete circuit when wire touch base hut I'm not sure what it looms like and can't find a picture of it. I don't have a puller to pull wheel and not sure if that's even where I should look. Anyone have experience with this?

You need to pull the wheel. There is a copper tab connection from the steering column and a copper disc connected to the wheel. As the wheel spins, the copper tab rides on the disc. The disc may be worn out or have dead spots.
