Picture is of the Aux air regulator.

1. Is it in the correct location and is the orientation correct?

2. What does the red wire attache to?

Correct mounting place. Since the mounting bracket it mounts to is a grounding point, I would take the time to clean it and ohm it out to ground. You should get continuity if its clean.
As for the red wire, it connects to a nearby wire that has a black rectangular plastic cover. This wire is part of the dizzy harnest/bundle (sorry dont remember the wire color). This wire will have a constant 12vdc when ignition is on.
You should ohm out ur AAR while its out. It should read about 3 ohms (red wire to its cassing). If you apply 12 vdc, it will warm up the coil inside for you to spray some cleaner to remove built up gunk. I used WD40 after using a degresser and blowing air thru it.
