Could the smog pump be used as a makeshift supercharger?

Yes. It is the only way to safely turbocharge a 914 engine. You could also run a pop off valve to use for a power assist brake booster, again safely.

I had a friend that used a smog pump as a super charger on a 3 wheeled Cushman cart.

The 1968 Porsche 912 smog pump has been used for years as a supercharger for small Kart & Motorcycle engines. It is a miniature rootes type blower (twin screw).
Some of Fords' pumps (3 vane only) have been tried as superchargers for motorcycle engines.
One person I am aware of used smog pumps to aerate fish ponds.

You can't super smog pump a 914.

The best use in my opinion.

Used one to supercharge an 8HP Tecumseh engine on a Snapper Comet riding mower when I was about 12 years old... It lasted 5 minutes before it tossed the rod through the block.
