I'm going to reinstall the engine this weekend, but I have one fan bolt that I can't tighten; the head is stripped. Is there a hardware store option, and if so, I guess it would be best to change all three, to keep the weight the same?

That is what I would do. I don't know why a low head socked head cap screw is used. I think a normal socket head cap screw should work. Get 3.

No magic EXCEPT it cannot be too long. Messes up the crank seal if too long. Any hea you like will be ok. Match them.
