I have a lot of pressure in my cold start hose. It shows signs of buckling as well [new hose]. What does this indicate? This is a newly rebuilt engine.

Put a pressure gauge on it. If the return line is blocked, then the pressure will jump way up there and can cause a flooding condition.

on a 2.0L, the hose to the cold start valve is connected to the pressure port on the fuel rail that the injectors are connected to, so that hose to the cold start should have the SAME pressure as the fuel rail, about 30psi + or -

For sure check the fuel pressure. If it's hi check the retrun line off the regulator blow through it or blow it out. Could be weak walled hose. Are they new with the rebuild? Correct hose used, (not like a vacuume hose is it). Regulators rarely give any trouble.
