What is the best way to remove the speed nuts and how do you reinstall them , is there a special tool?

push on, screw off.

I agree, screw on and off. Yet my 1970 has speed nuts without the metal! Easy on easy off. Ps: and the metal is not just deteriorated away, it was never there. Wsh I could find more like them.
