Try changing your password on the device you can log in from.

I changed the password , I was able to logoff and log back in on my iPhone but not on the new pc.

Does it give an error message? Windows8 also has all that security BS you gotta wade through.

I still can't logon.
I got a new iPad, reset my password and try to log on, still not.

The iPads come with some factory rust preventative and it usually takes 3-5 login attempts before all that gunk is cleared out.
