Looking under the targa bar, at the outside edge on either side there are three holes with captive nuts in them.

At one point I considered hanging brake lights from them, but now I'm just wondering - what were they for?

I used to have a mohn bike rack that used them too.

I used to have a really good close up pic that showed a ski rack mounted in these holes. I lost that pic when my last laptop cratered ....
