Trying to get car started. Does this copper wire look right indicated by pen? It's a 71 4 cylinder

The copper wire is the ground circuit for the points. The plate the points mount to moves with the vacuum advance/retard unit and needs a good clean electrical connection to the body of the distributor. The copper ground wire connects the upper point plate to the lower plate that is screwed to the distributor body.
If the copper wire is not solidly(and electrically) connected to both plates you wouldn't always get good spark or any spark. Bosch uses a small spot weld to connect the wire but I have soldered them back on before but it is not easy and does not always work well.
