I have a '74 with a 2.2L 4 that uses Weber carburetors. The throttle cable is very sticky, making the throttle pedal very had to push. I am pretty sure it is the cable causing the drag and not the linkage. What is the best way to lube the cable?

Might be the pedal itself, available new from Pelican.
Might also be a broken throttle cable tube.

Most motorcycle shops sell a small cable lube like clamp. It has a split rubber sleve or grommit in it with a small port on the side for spray can mosquito noses. They are priceless for doing alot of diffrent cables.

If your cable is sticky, it is time to replace it. Use a dry graphite lube.
Wet lube will attract dirt over time.

Disconnect the cable from the linkage, get a friend to put a "little" tension on the end and work the pedal up and down. If the cable is the problem, it'll be obvious. IME, it's usually NOT the problem.
